Berlin’s official 2025 transaction data show a market that regained activity while apartment prices remained relatively stable: 18,303 condominium transactions, a mean price of €5,511/m² and €8,108/m² for sales in newly built residential schemes. Warsaw’s most recent NBP city table available for this comparison placed average Q2 2025 transaction prices near PLN 16.4k/m² in both primary and secondary markets. Those figures establish scale; they do not make the underlying apartments comparable.
The more revealing differences sit beyond the price headline. Berlin levies 6% real-estate transfer tax, has a qualified rent index and strict controls around converting housing to short-term use. A standard Polish secondary-market purchase generally attracts 2% PCC, while foreign-buyer permission depends on citizenship and the legal object. Safety also needs a separate method: citywide police totals are not a reliable cross-border league table.

Berlin is larger. Warsaw has shown faster recent national momentum.
Scale and momentum answer different questions. Neither protects an investor from overpaying for the wrong building or floor plan.
Warsaw: multiple price and tenant markets inside one capital
NBP’s Q2 2025 report placed average Warsaw transaction prices at PLN 16,417/m² in the primary market and PLN 16,355/m² in the secondary market. Those averages blend products that an investor should never underwrite in the same way: central renovated units, post-war estates, outer-district new builds and houses have different tenant pools, maintenance exposure and exit liquidity.
The Statistical Office in Warsaw recorded 1,866,729 inhabitants at the end of 2025. Population depth supports demand, but the investment case still needs evidence at building and micro-location level.
Berlin: transaction activity recovered, while prices stayed comparatively stable
The official Berlin 2025/2026 property market report release is based on all notarised Berlin property sales. It recorded 18,303 condominium transactions in 2025, up 10%, with €6.8bn turnover, up 14%. The mean condominium price reached €5,511/m², up 5%; newly built residential scheme sales averaged €8,108/m².
For Q1 2026 the same authority reported 3,434 condominium transactions, down 6% year on year, and a nearly unchanged price tendency. Separately, IBB placed the 2025 median asking price at €5,807/m². Asking and completed-sale measures must stay separate.

Compare total committed capital, not only the price per square metre.
Berlin: notarisation and a large upfront tax line
The Berlin Senate Department for Finance states that Grunderwerbsteuer is 6% of the consideration for property situated in Berlin. The authority also explains that there is no tax allowance; the only threshold is €2,500, above which the whole consideration is taxed. Under §311b of the German Civil Code, a contract transferring or acquiring ownership of land requires notarisation.
For a foreign investor, the purchase budget should also reserve for notary and land-register costs, independent legal and tax advice, technical review, finance, translation where required and post-completion works. Never add a generic percentage without checking the actual transaction.
Warsaw: lower standard tax does not mean simpler due diligence
Poland’s official tax portal lists a 2% PCC rate for a standard secondary-market real-estate sale. Exemptions and developer/VAT structures must be confirmed for the specific buyer and deal. The Ministry of the Interior explains that foreign-buyer permission depends on citizenship, property type and statutory exemptions; EEA and Swiss buyers have a broad exemption, while some separately owned residential premises can also qualify.
Add advice, finance, translation, inspection, renovation or finishing, furniture, vacancy and a maintenance reserve before comparing returns.
An apartment, a share, a parking space, land and a company acquisition can follow different rules. Citizenship alone is not a complete answer.

Asking rent is not the same thing as the lawful comparison rent for an existing tenancy, and neither equals investor income after costs.
Do not divide Berlin’s listing rent by a transaction average
IBB’s 2025 report recorded a €15.78/m² median asking rent across Berlin, only 0.3% above 2024. Existing-stock asking rent was €14.48/m² and new-build asking rent €19.97/m². These are advertised offers, not a universal lawful rent for every apartment.
The qualified Berlin Mietspiegel 2026 reported an average net cold comparison rent of €7.71/m². It applies to around 1.6 million relevant apartments and was built from about 17,000 rent and equipment records. The gap is precisely why tenancy status, construction year, location category, fit-out and the lawful basis for rent require German legal review.
Short-term use is not a safe default strategy
Berlin’s official Zweckentfremdungsverbot guidance protects housing against vacancy, demolition, commercial conversion and unauthorised holiday-home use. A buyer should not underwrite a Berlin apartment as short-term accommodation without property-specific permission and professional advice.
WIC focuses on long-term rental. Eligible apartments can move from acquisition and WIC-supervised works into tenant placement and ongoing management.
Use negotiated price plus tax, fees and works; then deduct vacancy, service charges not recovered, management, maintenance, tax and finance.
A citywide rent figure cannot guarantee the result of one unit. Lease status and rent law can matter more than the interior photograph.
Compare trends within each city—then inspect the actual route home.
Police-recorded crime is useful evidence, but national definitions, reporting behaviour, tourism, enforcement and city boundaries make a raw Berlin-versus-Warsaw total misleading.
What the official Berlin evidence can—and cannot—say
The Berlin Senate’s 2025 police statistics release recorded 502,743 offences, 36,306 fewer than in 2024: a 6.7% decline and, apart from 2021, the lowest total in more than ten years. The clearance rate was 44.9%. The same release shows that categories can move in different directions and that recording changes can influence trends; the overall number should never be read as a guarantee for a particular street.
The official Berlin Crime Atlas provides absolute and per-100,000 figures for 17 offence groups across 12 districts and 138 planning areas for 2016–2025. It is a better screening tool than a social-media reputation, but still records police-known incidents rather than every event residents experience.
Warsaw data need the same discipline
Warsaw’s official 2024 city condition report, using Polish Police data, listed 50,543 confirmed crimes in 2024 versus 56,262 in 2023. That within-Warsaw decline is informative. Comparing 50,543 directly with Berlin’s 502,743 would not be: the years, definitions, populations, recording systems and urban exposure differ.
Walk the station-to-building route after dark. Note lighting gaps, visibility, active premises, late-night nuisance and unsafe road crossings.
Review entrance control, door and intercom condition, courtyard access, basement and bicycle storage, lift visibility and signs of repeated damage.
Ask whether the actual target tenant—a professional, student, couple or family—would use this route and building comfortably every day.
Map the right offence types
Do not let tourist-zone theft or one aggregated category define a residential micro-location.
Visit twice
A calm daytime street can have different lighting, noise, crowd and transport conditions late in the evening.
Test every threshold
Street door, vestibule, lift, stairs, courtyard and cellar create separate security and maintenance questions.
Document, do not certify
No adviser or dataset can guarantee personal safety. Record observable conditions and avoid absolute claims.
An attractive Altbau can hide the most expensive part of the decision.
Apartment condition is only one layer. Common property, heating, windows, energy performance and planned works can change both cash flow and tenant appeal.
Windows, moisture and services
Check window condition and noise, external-wall moisture, heating distribution, electrics, plumbing, ventilation, floors and the true scope of renovation.
Minutes, reserve and planned works
Review owners’ documents, service charges, reserve, roof and façade history, vertical services, lift, heating plant and approved capital works.
Operational and regulatory exposure
Obtain the energy-performance information, understand the heating source and model future works rather than assuming current utility cost will persist.
Distance increases the value of an independent rejection file.
A remote buyer should see why a property was rejected, not only a polished shortlist.
A credible remote process separates sales from advice
Buying remotely means trusting someone to act only in your interest. WIC does not keep an inventory of Warsaw apartments to sell. The decision file should include source listings, comparison evidence, viewing documentation, property-specific legal questions, technical findings, renovation or finishing scope, total purchase cost and a written reason for rejection or recommendation. A power of attorney can enable parts of a remote transaction, but its wording, form, notarisation, apostille or legalisation, translation and permitted acts must be approved for the particular case.
