The currencies, periods and statistical methods differ, so these numbers are market anchors—not a direct valuation of two interchangeable apartments.

Vienna’s investment context is shaped by more than price. Statistics Austria’s 2025 tenure table assigns 42.4% of Vienna’s main residences to communal or co-operative tenancy and 34.1% to other primary tenancy. A private landlord therefore enters a city where regulated and supported housing materially influences tenant expectations, rent comparisons and competition. Warsaw needs its own property-specific rent, vacancy and operating model rather than a cross-city headline yield.

Warsaw: the spread inside the average matters

The NBP Q3 2025 report shows average completed prices, listing prices, apartment-size bands and transaction counts separately for primary and secondary markets. That separation matters: a compact unit near reliable rail, a renovated tenement apartment, a post-war estate and an outer-district new build should not share one rent assumption or repair reserve.

For an investor, the correct Warsaw workflow is to define the tenant, holding period, renovation tolerance, building-age range and total cash ceiling first. Only then should listings be compared against verified local evidence.

Vienna: completed-sale evidence recovered, but not to the 2022 peak

Statistics Austria reported a 2025 Vienna flat average of €5,212/m² and stated that national flat and house averages rose again in 2024 and 2025 after the 2023 decline, while remaining below 2022 record levels. The separate 2025 House Price Index release recorded a 2.6% national increase and an 18.3% rise in residential transaction volume.

These are historic market signals, not a forecast. Vienna district, tenure status, lease position, building age, common-property obligations and the unit’s lawful rental basis can outweigh the city average.

03 · Vienna’s housing structure

A large supported-rental sector changes the private investor’s benchmark.

The competitive set includes more than private landlords

The City of Vienna reports about 220,000 city-owned flats and 200,000 co-operative flats. Statistics Austria’s 2025 tenure table assigns only 6.0% of Vienna’s main residences to house ownership and 13.3% to flat ownership, compared with 42.4% in communal or co-operative tenancy and 34.1% in other primary tenancy.

That does not make a private rental investment unattractive. It means the investor must identify the unit’s actual market segment, lawful rent framework, contract status and tenant proposition before using a rent-per-square-metre assumption. A beautifully renovated apartment cannot be underwritten only against the highest advertisement seen online.

Warsaw’s comparison problem is different

Warsaw also contains varied ownership rights, building types and tenant pools, but the private long-term market plays a more direct role in the investor model. The correct comparison is therefore not “Vienna rent versus Warsaw rent”; it is net cash flow from two legally and operationally different assets after all acquisition, vacancy, management, maintenance, tax and finance costs.

Identify the tenure segment

Municipal, co-operative, benchmark-rent and private free-market references answer different questions.

Test the real tenant alternative

Compare location, contract security, condition, running costs and access—not only the advertised base rent.

No synthetic yield

Do not combine a citywide purchase average with a rent from another legal or quality segment.

The more regulated and mature the market, the less useful a headline yield becomes. The asset only works when its title, tenancy regime, building obligations and real operating costs work together.

Statistics Austria’s Q1 2026 release reported a national average rent including running costs of €10.5/m² and €7.9/m² excluding running costs. The same authority warns that actual rent depends on segment, region, apartment size and contract duration. Its Q4 2025 analysis found that 21.0% of Vienna’s rented main residences were subject to benchmark rent, while only 22.0% were private main rentals on the free market.

Those percentages are more important than they first appear. A Vienna investor must know whether the intended rent is lawful for the exact building, unit and lease situation, and must obtain Austrian professional advice before modelling increases, termination, vacancy or short-term use.

Warsaw: calculate from the property outward

Start with negotiated price, PCC or applicable tax structure, WIC and independent professional fees, works, furniture and financing. Then deduct realistic vacancy, unrecovered service charges, insurance, repairs, tax and management.
