There are two main routes. If you register your residence in Poland for a stay of more than 30 days, the municipality assigns PESEL automatically. If you cannot register your address but an authority requires PESEL, you can apply at a municipality office and state the legal basis for needing the number.

A PESEL number is an eleven-digit identifier used in Polish public registers. It makes many everyday processes easier, but it is not a visa, residence permit, tax decision, health-insurance confirmation or proof that you are registered at an address.

The correct route depends on whether you can register your actual address and why you need the number. Nationality and residence status also affect the documents and deadlines for address registration, so use the official Gov.pl foreigner registration service for your exact case.

01 · Start here

Choose the route before collecting papers.

Route A · register your address

If you register residence in Poland for a stay longer than 30 days, PESEL is assigned automatically. You do not submit a second PESEL application.

Route B · apply without meldunek

If you cannot register but an office or law requires PESEL, submit the PESEL form with identity evidence and the specific legal basis.

Important distinction

Wanting PESEL because it is convenient is not always enough for the standalone application. If ZUS, the tax office or another authority requires it, ask that authority to identify the legal provision behind the requirement.

Do not confuse PESEL with NIP. The correct tax identifier depends on your status and activity. If the number is needed for tax, employment or business registration, confirm the correct identifier with the competent authority or adviser before applying.

02 · Prepare

Match every document to the chosen route.

A passport alone proves identity. It does not prove the address, right to occupy a flat or legal basis for the separate route.

For a direct PESEL application

Prepare the official signed form, an identity document supporting the personal data entered, and the precise legal basis for requiring PESEL. The office may request completion of missing information.

For address registration

Prepare the registration form, passport or accepted identity/travel document, evidence relevant to your legal stay, and proof of the right to occupy the address or confirmation from the owner or other legal title holder.

  • Use names and dates exactly as they appear in your identity document.
  • Bring originals even if you also carry copies.
  • Check whether a foreign civil-status document requires translation for the particular data being entered.
  • Confirm the office, appointment category and current document list before travelling.
  • Keep a scan of the completed form, but protect identity documents and PESEL data.

03 · Meldunek route

Register where you actually live.

Meldunek records a place of residence. It does not transfer ownership or create a tenancy by itself.

When the form is submitted in person, the owner or another entity holding legal title to the premises normally confirms that you stay there. Evidence may include a lease, ownership document or other record accepted for the specific case.

If you genuinely live at the address but cannot obtain the usual title document or the owner’s confirmation, Gov.pl says you can still file the registration form with an explanation. The municipality can then conduct administrative proceedings to establish whether you live there. This route is slower than presenting complete evidence.

Online registration is not available to every foreigner

Gov.pl states that a non-EU/EFTA national who is not a qualifying family member cannot register online and must show residence documents at the office. The online route also depends on electronic identity and the property data matching the land register.

The general official service describes temporary registration for people living in Poland at a specific address for more than three months. The reporting deadline and acceptable residence document differ by citizenship and status; do not copy a deadline from another nationality’s checklist.

04 · No meldunek

A separate PESEL request needs a legal reason.

This route exists for people who cannot register their address but are required to use PESEL.

Ask why PESEL is required

Get the requesting authority or institution to identify the legal provision, not only a general preference.

Complete the official form

Enter data exactly as supported by your identity document and sign the paper application by hand.

Apply at a municipality office

The national Gov.pl service states that the application can be submitted at any municipality office.

Correct missing information

If the application is incomplete, the authority may ask you to supplement it and can leave a non-compliant application unprocessed.

Assignment is free. When the grounds are established and the filing is complete, the clerk accepts the application and provides information about the assigned number. Administrative complications or unresolved personal data can extend the process.

05 · Warsaw practicalities

Book the right district-office service.

“Customer service” is too broad. Select PESEL and registration for foreigners when the booking system offers it.

Warsaw district offices handle resident-registration and PESEL matters. The city’s appointment pages show that some locations have a dedicated category such as “PESEL number and registration for foreigners.” Availability and service locations can change, so use the current district page or Warsaw 19115 rather than an old blog address.

06 · Digital access

PESEL is the key to Profil Zaufany—not the profile itself.

After receiving the number, you can set up a separate electronic identity for public services.

Profil Zaufany is a free digital identity used to sign and submit documents to public administration. Official guidance says it requires PESEL and legal capacity. Depending on the chosen setup method, confirmation may be completed through supported banking or at a confirmation point using an accepted identity document.

  • Verify that the identity document data match the PESEL register.
  • Use a private email address and phone number you control.
  • Do not share login credentials with an agent, landlord or employer.
  • Check expiry and current login methods; digital-service rules change.
  • Keep residence-permit portals and government identity accounts distinct.

After PESEL, review your healthcare entitlement, tax identifier, employer/ZUS registration and online access separately. One completed step does not automatically complete the others.

08 · Families and special routes

Do not force every household into one checklist.

Children, EU family members, third-country nationals and people under special protection may follow different document paths.

For a child, check who may submit the registration and whether the parent–child relationship is already recorded in the PESEL register. Bring documents supporting identity and family data when they are not available in Polish registers.

PESEL UKR is a separate statutory route. It should not be described as the standard foreigner PESEL process, and its eligibility and effects have changed over time. People using that route should follow the current dedicated Gov.pl service and confirm their status before acting.

Short answers to the points that most often cause confusion.

Is PESEL the same as a residence permit?

No. PESEL is an identification number in Polish public registers. It does not grant or prove immigration status and does not replace a visa, registration certificate or residence card.

Do I receive PESEL automatically with address registration?

Gov.pl states that a foreigner registering residence in Poland for a stay longer than 30 days receives PESEL ex officio. You do not need a separate PESEL application in that route.

Can I get PESEL without meldunek?

Yes, when you cannot register your address and PESEL is required under a specific legal provision. Submit the official form, identity evidence and the legal basis at a municipality office.

Does a landlord lose rights when a tenant registers?

No. Address registration records where a person lives; it does not transfer ownership or by itself create a tenancy. The owner or legal title holder normally confirms occupancy on the form.

Can every foreigner register online?

No. Gov.pl says non-EU/EFTA nationals who are not qualifying family members cannot use the online registration route and must present residence documents at the office. Other technical and property-register conditions also apply online.

How much does PESEL assignment cost?

The PESEL assignment service is free. A separate certificate or another administrative document may have its own fee under current rules.

Does PESEL give me public healthcare?

No. PESEL can be used to identify you, but publicly financed healthcare depends on health-insurance coverage or another statutory entitlement.

Is PESEL UKR the same procedure?

No. PESEL UKR is a special statutory process with separate eligibility and effects. Use the dedicated current Gov.pl guidance instead of the general foreigner PESEL checklist.

Can I create Profil Zaufany immediately?

PESEL is required, but Profil Zaufany is a separate setup. Depending on the method, you may need to confirm your identity through a supported bank or at a confirmation point.
