Both cities use the same Polish ownership, tax and notarial framework, so the real decision is not a legal shortcut. It is a property-level choice between Warsaw’s larger and more dispersed demand base and Kraków’s compact market shaped by universities, tourism and distinctive older-building stock.

The short answer

Warsaw is the execution-led choice; Kraków can be the specialist choice.

NBP’s Q3 2025 transaction averages place Warsaw above Kraków in both new-build and resale markets. That does not make Kraków automatically better value. A lower city average can be cancelled by a compromised street, seasonal tenant thesis, inefficient layout, older-building liabilities or renovation uncertainty.

For an overseas buyer who wants a documented chain from whole-market search through legal and technical review to eligible long-term management, Warsaw has the practical advantage because it is the market WIC directly operates. A Kraków acquisition can still be compelling, but it requires an independent Kraków team and evidence at the same depth.

Warsaw costs more on the averages, but the gap is not a verdict.

NBP city averages are screening anchors. They are not valuations for a particular street, building, floor or condition.

Warsaw: more scale, more submarkets

The Statistical Office in Warsaw reported 1,866,729 residents at 31 December 2025. That scale does not guarantee occupancy, but it supports multiple tenant profiles and very different district strategies.

NBP’s Q3 2025 averages were about 4% above Kraków for primary transactions and about 12% above for resale. The relevant question is whether the selected Warsaw apartment earns that premium through location, layout, condition, tenant depth and operating control.

Kraków: lower average entry, tighter local logic

The Statistical Office in Kraków reported 816.6 thousand residents at 31 December 2025. NBP’s lower citywide transaction averages can create opportunities, but they do not price renovation scope, common-property exposure, noise, visitor pressure or tenant-market seasonality.

Podgórze, Zabłocie, Krowodrza, Grzegórzki, Ruczaj and Nowa Huta should not be collapsed into one “Kraków yield”. Each needs its own tenant, building and exit thesis.

03 · Tenant demand

Kraków’s student base is measurable. Tourism still is not a rent forecast.

Demand evidence becomes useful only when it is tied to the intended lease type, apartment size, location and monthly cost.

Academic depth is a real Kraków advantage

The Statistical Office in Kraków counted 136.3 thousand students in Kraków higher-education institutions in the 2025/26 academic year. That supports demand for appropriately located and correctly priced smaller apartments and shared layouts—but it does not prove the achievable rent or eliminate summer turnover.

Visitor volume is a separate market signal

Kraków’s official city service recorded 16.25 million visitors in 2025, including overnight and same-day visitors. The city’s own analysis treats tourism through quality-of-life and sustainable-management questions. WIC therefore does not convert visitor totals into a promised long-term residential rent or recommend a short-term-rental strategy from that number.

Warsaw needs corridor-level evidence

Warsaw’s larger population supports a broader demand pool, but a remote buyer still needs to identify the actual employment, university, transport or household corridor for each apartment. A citywide narrative cannot rescue a weak commute, poor layout or excessive monthly service charge.

Student demand

Test academic calendar, room geometry, transport, affordability and turnover cost—not only distance to a campus.

Professional demand

Test commute time, remote-work space, storage, acoustic comfort, running costs and lease stability.

Tourism boundary

Visitor statistics describe the city economy. They do not establish a lawful or durable residential letting strategy.

04 · Development and stock

“New build” is not one product in either city.

Pipeline, construction stage, developer delivery, surrounding infrastructure and final tenant product must be checked separately.

06 · Long-term rental

Build the rent model from one apartment outward.

WIC works with long-term rental only. Neither a tourism record nor a citywide listing average is a net-income forecast.

Model the complete cash requirement

Start with negotiated purchase price, PCC or applicable tax structure, legal and notarial costs, buyer-side service, finance, technical checks, renovation or finishing, furniture and initial vacancy. Then deduct realistic vacancy, unrecovered charges, insurance, repairs, tax, replacements and management.

For Warsaw, current WIC fees are published on the pricing page. Eligible long-term property management is available only for apartments renovated or finished through the WIC-controlled process, so responsibility for technical quality and later operation remains connected.

For Kraków, obtain local leasing and management evidence before purchase. Do not assume that a popular visitor district produces the best long-term tenant retention or the lowest maintenance burden.

Gross is not net

Rent divided by purchase price ignores acquisition, fit-out, vacancy, tax, repairs, finance and management.

Choose the tenant first

The intended household determines layout, furnishing, storage, commute, noise tolerance and renewal logic.

How large was the average price gap in Q3 2025?

Which city has the stronger tenant market?

There is no reliable citywide winner for every apartment. Warsaw has a much larger resident base and multiple professional, academic and household corridors. Kraków has a powerful academic base of 136.3 thousand students in 2025/26 plus professional demand. Tenant depth must be tested for the exact size, location, standard and monthly cost.

Do Kraków tourism numbers prove rental demand?

No. Kraków recorded 16.25 million visitors in 2025, but that total includes overnight and same-day visitors and does not prove lawful or durable long-term residential rent for a particular apartment.

Are purchase taxes different in Warsaw and Kraków?

No city-specific transfer-tax regime applies. A standard Polish secondary-market sale is generally subject to 2% PCC, subject to exemptions and the actual transaction structure. Primary-market VAT treatment and other costs must be checked for the specific deal.

Do foreign-buyer permit rules differ between Warsaw and Kraków?

No. National Polish law applies in both cities. The answer depends on citizenship, the legal object, land component, location and statutory exemptions, so the exact property must be reviewed.

What should be checked in an older Kraków tenement?

Review the apartment and common property: moisture, ventilation, windows, acoustics, electrics, plumbing, heating, roof, façade, vertical services, lift, courtyard, reserve, service charges, owners’ resolutions and planned works.

Can an overseas buyer complete the purchase remotely?

Parts of a Polish purchase may be completed under a properly structured power of attorney. Its wording, permitted acts, notarisation, apostille or legalisation and sworn translation must be confirmed for the buyer and transaction by qualified professionals.
