The decision is about capital structure and execution—not which skyline looks stronger.

Warsaw’s official Q3 2025 transaction averages were about PLN 16.3 thousand per m². Israel’s CBS reported Tel Aviv’s 2025 annual average at about NIS 4.159 million per dwelling. Those numbers show a very different capital scale, but they are not directly comparable units: one is price per square metre, the other is the total transaction price of a dwelling.

For an investor living in Israel, Warsaw can provide geographic and currency diversification with a documented buyer-side process. Tel Aviv may suit an investor who deliberately wants domestic-market exposure and has Israeli tax, legal and building expertise. Neither city is automatically safer or more profitable.

Two statistics, two measurement systems.

The honest comparison begins by refusing to turn unlike data into a fake ranking.

NBP’s Q3 2025 report shows PLN 16,294/m² on the primary market and PLN 16,405/m² on resale. These are average transaction prices, not asking prices, valuations or forecasts.

A budget illustration still requires the exact unit, fit-out, PCC or VAT structure, service costs, technical condition and monthly operating costs.

Israel CBS recorded 3,407 transactions in its 2025 annual Tel Aviv average. The Q1 2026 provisional figure was NIS 4.595m across 625 transactions.

CBS notes that its average is not quality-adjusted and the latest quarter is provisional. It must not be treated as a value estimate for one apartment or converted into Warsaw-style per-m² data without unit-level evidence.

A city average can tell you where to investigate. It cannot tell you which apartment is safe to own.

Do not publish a synthetic Warsaw–Tel Aviv yield winner

The Bank of Israel’s 2025 Annual Report describes lower transaction activity, a moderate national home-price decline, high housing starts and increased unsold new-home inventory. These signals affect negotiation and supply analysis, but they do not calculate the net return of a Tel Aviv apartment.

For either city, start with achievable long-term rent for the exact unit. Deduct vacancy, unrecovered charges, repairs, insurance, tax, finance, replacements and management. Add purchase tax, legal work, buyer-side service, technical checks, renovation or finishing and initial vacancy to invested capital.

The Tel Aviv municipality tells residents to identify the protection solution for their apartment or building. Verify the exact MAMAD, shelter or other solution and access time—do not infer it from a renovated interior.

Protection affects demand

A Bank of Israel analysis found that the asking-rent premium for homes with a protected residential space increased materially after the war. Protection is both a safety and market attribute.

Why is the Tel Aviv price not shown per square metre?

The cited Israel CBS table reports average whole-dwelling transaction prices by city and room group, while NBP gives Warsaw averages per m². Converting them into one synthetic ranking without unit-level size and quality data would be misleading.

Does an Israeli citizen need permission to buy an apartment in Warsaw?

The answer is property-specific. Israeli citizenship does not receive broad EEA/Swiss treatment, but acquisition of a separate residential unit may fall within a statutory exemption. The legal object, land component, location and exact facts must be checked before reliance or payment.

Is purchase tax lower in Warsaw than Tel Aviv?

A standard Polish secondary-market sale is generally subject to 2% PCC, subject to exemptions and structure. Israeli purchase tax depends on value and buyer eligibility; single-apartment brackets cannot be assumed for every foreign or multiple-property investor.

What is a Tabu extract and why does it matter?

An Israeli Tabu extract is an official land-register document showing registered owners, liens, mortgages, attachments, court orders and restrictions as of its issue date. Where rights are recorded through another body, obtain and review the correct rights documentation.

Should a Tel Aviv buyer check for a MAMAD?

Yes. Verify the exact protected-space solution and access for the apartment or building. Tel Aviv’s emergency guidance is property-specific, and Bank of Israel research indicates that protected residential space can also affect market demand.

Can I complete a Warsaw apartment purchase remotely from Israel?
