Short answer
The decision is about capital structure and execution—not which skyline looks stronger.
Warsaw’s official Q3 2025 transaction averages were about PLN 16.3 thousand per m². Israel’s CBS reported Tel Aviv’s 2025 annual average at about NIS 4.159 million per dwelling. Those numbers show a very different capital scale, but they are not directly comparable units: one is price per square metre, the other is the total transaction price of a dwelling.
For an investor living in Israel, Warsaw can provide geographic and currency diversification with a documented buyer-side process. Tel Aviv may suit an investor who deliberately wants domestic-market exposure and has Israeli tax, legal and building expertise. Neither city is automatically safer or more profitable.

Review the Polish land and mortgage register, seller authority, claims, encumbrances, legal object and building documentation.
Obtain a current Tabu extract or the correct rights evidence. The official extract identifies registered owners, mortgages, attachments, court orders and restrictions.
Add protected-space solution, building age, shared-property exposure, registration status, renovation history and urban-renewal implications.
Currency exposure
Purchase and operating cash flows are principally in PLN; an ILS-, EUR- or USD-funded buyer carries FX risk.
Purchase and rent are principally in ILS; the funding currency and debt structure determine mismatch.

02 · Official price evidence
Two statistics, two measurement systems.
The honest comparison begins by refusing to turn unlike data into a fake ranking.
Warsaw: compare the specific apartment with district, building and works evidence—not the city average alone.
Warsaw: approximately PLN 16.3k per m²
NBP’s Q3 2025 report shows PLN 16,294/m² on the primary market and PLN 16,405/m² on resale. These are average transaction prices, not asking prices, valuations or forecasts.
A budget illustration still requires the exact unit, fit-out, PCC or VAT structure, service costs, technical condition and monthly operating costs.
Tel Aviv: the city average combines very different dwelling sizes, buildings and micro-locations.
Tel Aviv: approximately NIS 4.159m per dwelling in 2025
Israel CBS recorded 3,407 transactions in its 2025 annual Tel Aviv average. The Q1 2026 provisional figure was NIS 4.595m across 625 transactions.
CBS notes that its average is not quality-adjusted and the latest quarter is provisional. It must not be treated as a value estimate for one apartment or converted into Warsaw-style per-m² data without unit-level evidence.
03 · Tax, title and funding
Model the buyer’s real route in each jurisdiction.
Nationality, existing ownership, legal object, price and funding can change the answer before the apartment itself is assessed.
Keep purchase tax, professional fees, works, reserves, finance and currency exposure separate from the property price.
Warsaw route for an Israeli buyer
Poland’s Ministry of the Interior and Administration makes the permission analysis depend on citizenship, the legal object, land component, location and statutory exemptions. A separate residential unit may fall within an exemption, but the exact property must be checked before reliance.
For a standard Polish secondary-market sale, the Ministry of Finance lists a 2% PCC rate for real estate and specified rights, subject to exemptions and the actual transaction structure. Primary-market tax treatment differs.
Tel Aviv route
The Israel Tax Authority calculator requires the buyer to select property type, eligibility calculation and transaction value. Published “single residential apartment” brackets apply only when the buyer qualifies; a foreign or multiple-property investor should not assume them.
A current Tabu extract identifies registered owners, liens, mortgages, attachments, court orders and restrictions. Where rights are managed elsewhere, obtain and legally review the correct rights confirmation.
Never compare sticker prices
Compare total cash required through rent-readiness, with tax and professional advice in the relevant country.
Match debt to cash flow
Model interest, repayment, lender conditions and ILS/PLN movement. Currency changes both acquisition cost and reported return.
No blanket legal answer
Citizenship and property type matter. Confirm the buyer and legal object before reservation or non-refundable payment.
A city average can tell you where to investigate. It cannot tell you which apartment is safe to own.

04 · Long-term rental
Build net income from one tenant and one apartment.
A national rent trend, furnished listing or advertised yield is not an operating result.
Model the actual layout, monthly cost, building condition, protection solution, tenant and management plan.
Do not publish a synthetic Warsaw–Tel Aviv yield winner
The Bank of Israel’s 2025 Annual Report describes lower transaction activity, a moderate national home-price decline, high housing starts and increased unsold new-home inventory. These signals affect negotiation and supply analysis, but they do not calculate the net return of a Tel Aviv apartment.
For either city, start with achievable long-term rent for the exact unit. Deduct vacancy, unrecovered charges, repairs, insurance, tax, finance, replacements and management. Add purchase tax, legal work, buyer-side service, technical checks, renovation or finishing and initial vacancy to invested capital.

Gross is not net
Rent divided by purchase price ignores the costs and downtime the owner carries.

“Safe city” and “safe apartment” are different questions.

Inspect electrics, plumbing, heating, ventilation, moisture, acoustics, layout, handover defects and common property. Review service charges, reserve, owners’ resolutions and planned works.

Protected-space evidence
The Tel Aviv municipality tells residents to identify the protection solution for their apartment or building. Verify the exact MAMAD, shelter or other solution and access time—do not infer it from a renovated interior.
Market evidence
Protection affects demand
A Bank of Israel analysis found that the asking-rent premium for homes with a protected residential space increased materially after the war. Protection is both a safety and market attribute.

Distance requires a stronger evidence trail.
A remote shortlist should show why each apartment survived—not only why it photographed well.

Does an Israeli citizen need permission to buy an apartment in Warsaw?
The answer is property-specific. Israeli citizenship does not receive broad EEA/Swiss treatment, but acquisition of a separate residential unit may fall within a statutory exemption. The legal object, land component, location and exact facts must be checked before reliance or payment.
